Note: These are also correct for ALL 1970 models. 
1970 had a one-year-only" lock-out linkage system utilized between the ignition lock cylinder and the transmission.  Whether column or floor - automatic or manual, an internal shift tube was used. 

The larger foam seal goes on the outside of the shift column approx 4" from the end. The smaller foam seal goes approx 2" up inside the the shift tube
